The site is a former World War II Evacuation Camp that was converted to a young offender’s institute in 1960, and since closing in 1996 had remained vacant.

The site is within the open countryside beyond the Green Belt, but within the Chilterns Area of Outstanding Natural Beauty (AONB). The site is surrounded by woodland, some of which is designated as Ancient Semi-Natural Woodland (ASNW).
